Is the Lifeline Program Ending?

Mar 19, 2025 Lifeline

With recent government budget cuts, many people are wondering: Is the ACP ending, or has it already ended? Is the Lifeline program ending? Can you still get free or discounted government phone service?

Programs like Lifeline help individuals stay connected, whether for work, keeping in touch with loved ones, or accessing essential services. For many, it’s a lifeline in more ways than one. We’re here to clear up the confusion so you know what resources are available to you. This guide will answer:

  • Is the Lifeline program ending?
  • Is Lifeline and ACP the same?
  • How much does Lifeline cost?
  • Where can you find the Lifeline application?

Is Lifeline Ending?

So, is the Lifeline program ending? No, the Lifeline program is not ending. Despite concerns about government funding, Lifeline is still available. You can still apply for free or discounted cell phone service if you meet the income or program requirements.

Is ACP Ending?

Unfortunately, yes. The Affordable Connectivity Program (ACP) ended on June 1, 2024, after Congress failed to extend funding.

Before the shutdown, households enrolled in the ACP received multiple notices. They also received guidance on alternative options like Lifeline. You may still qualify for Lifeline if you were previously enrolled in ACP benefits.

Can I Have Lifeline and ACP?

Before the ACP ended, eligible households could receive both Lifeline and ACP benefits. However, now that the ACP is no longer available, Lifeline is the primary option for free or discounted phone service.

Is Lifeline and ACP the Same?

Not exactly! Both programs aimed to make phone and internet services more affordable. Still, they had key differences. Mainly, Lifeline offers free phone service plans, while the ACP offered broadband and device discounts.

What is Lifeline?

Lifeline has helped low-income individuals access phone service since 1985. Eligible users receive a free phone plan, which includes:

  • Monthly talk minutes
  • Text messages
  • Mobile data for internet access

What was ACP?

The Affordable Connectivity Program, also called ACP, ran from 2021 to mid-2024. It was a part of COVID-19 relief efforts to provide:

  • Up to $30/month toward internet service
  • Up to $75/month for eligible Tribal Land households
  • A one-time $100 discount on a laptop, desktop, or tablet

Before funding ended, the ACP enabled over 23 million households to access more affordable internet. If you were an ACP participant, we highly recommend applying to Lifeline.

How Much Does Lifeline Cost?

Basic Lifeline plans are completely free for those who qualify. Lifeline only has a cost associated if you choose to upgrade to a premium plan. Your specific plan options can vary based on where you live:
